Populate a Word Template (Create file)

I have a flow that is triggered from a power app and then it populates a word template. For some reason the flow says it successfully created the file in my one drive, but it doesn't. It only creates it for me. I have given every user edit access to those folders and it still does not work for other users. Any ideas?

    The populate Word template is a premium action. Do all of the users who run the flow have a premium Power Automate license? If that is the issue, you can check out this video which shows you how to do this without the premium license: (71) Populate a Word Document without Premium Actions via Power Automate (Method 2) - YouTube. I have only watched the video; I have never tried it but it looks like it should work.

     

    Have the users checked their OneDrive to see if the file was created there, which seems like it should be.

    I have tried the above link and when you follow it properly, it is working. 

     

    Also, Whenever the users are using flow or running flow they require premium license. So they can generate the file and give the OneDrive folder access to users.
