I am beginner in power automate .

Is there any developer template like RE frame works in Uipath for Power automate?

I had a doubt,

when to use cloud flow and when to use desktop flow? which is better?

Regarding your first question

There is no such frameworks like Reframework in power automate like as in UiPath. I hope Microsoft will implement template option in power automate desktop flow soon.

Regarding your second question

Cloud flows is normally used for API based actions , like sending an email , retrieving data from excel Outlook etc

While when the automation involves UI based , like automation involving automating desktop , web applications then cloud flows alone can't be used there in such cases we use desktop flows to automate UI based.
