Yes, it was send to correct user. This issue is with some of the users not everyone. Most of them are able to see the approval message and taking the action but some of the users are facing the issue.
When they click on reply then they can see the details. This issue we started facing this week only, before everyone was able to see the details.
@cnigam try to clear your app data and check again ....before that check if the notification send correctly in outlook web or not
