When licensing Flow Plan 1 and Plan 2 for Office 365 are you able to pick specific users for the license or do you have to purchase a license for every user in the company?

I notice it says for Plans 1 and 2 that the run count is based on company runs and not user runs (where Free is user based). Does that stack if we have multiple users on Plans 1/2? Say we have 3 users with a Flow Plan 1 license, does that mean the whole company gets 4,500 runs or 13,500 runs?

Hi @ AMH08,

When licensing Flow Plan 1 and Plan 2 for Office 365,you are not able to pick specific users for the license, you don't have to purchase a license for every user in the company.

If you have multiple users on Plans 1/2, such as you have 3 users with a Flow Plan 1 license, every use would gets 4,500 runs as screenshot below:

Hello. I am not sure if I am clear on this response. You mention that you are not able to pick specific users for the license, but a license does not have to be purchased for every user in the company. I have a team of 4 users that would need to create Flows using the Plan 2 option. Does this mean we should purchase 4 licenses for each of these users? If so, how do we turn on this feature for these specific users? Would that not be through the admin portal?
