Power Automate - Emailing users that are SharePoint List (Text) Column: Performance

Hello Everyone,
 
I have been trying to build out an Announcement Flow that sends an email to a large list of users in a SharePoint list ~1100.
 
If I keep it under 100, it will send out the email in about 5-8 minutes.  I tried to run the flow without the email step to look at the data and it took 1 hour and 17 minutes.
 
Has anyone encountered this situation with emails or other item gathering operations?  I didn't expect to see such bad performance over a Get Items then pulling data out of that into a variable where I accumulate their email addresses.
 
I'm looking for build tips or if I'm going in the wrong direction.
 
Here is my block that adds to the Email array.
 
The Select Statement is an attempt to improve performance to just pull the Email address from the column.
 
The Count is an int that I just upload back to my announcement list.

    I would do this more efficiently by creating a distribution list Exchange and send the notification to the DL. Is there a specific reason you have a SharePoint list with all of the users in it instead?

    The DL should not be more difficult to maintain than the SharePoint list, and the DL will have the added benefit of preventing the same person from being added more than once.
