Adding a static email attachment to an array of attachments

I have a flow that selects a number of attachments to add to a Send Email from Share Account action.  The selection is based on a filter array action that looks at the first few characters of the pdf files in Sharepoint and attaches the appropriate files.  I need to add one additional file called "Newsletter.pdf" to all of the outgoing emails.  I've added a snip of part of the flow as an attachment.  I can't seem to find a way to add it to all of the outgoing emails.

    Based on the screenshot, it's not clear whether the Attachments field is assigned an array. To ensure clarity and consistency, it is recommended to initialize an array variable and populate it with the attachments. By doing so, you can easily add additional attachments by appending them to the array using the "Append to array variable" action.

    I was able to resolve the issue I was having but now I have another issue.  The flow runs but it is very slow.  I've added the flow below.  There are 600 emails to be sent with one standard attachment and 3 specific attachments to each email address. I've tried splitting it into to flows but that still doesn't help.  I tried enabling concurrency but that didn't really help.  Any suggestions would be very helpful.
