The chatbot I created is for the purposes of gathering information for a request, to streamline a painful process currently. I need to know that the chat is occurring (or occurred) so I can complete their request. Is there a way to trigger an email to me or a TEAMS notification that a new chat has occurred?

At the end of your conversation within PVA, you can add an action connected to Power Automate: Automate chatbot actions with flows - Power Virtual Agents | Microsoft Docs
Within your workflow, you have multiple options to send Teams or Email notifications.
