Approvals Limits

Greetings again to all of you helpful people. I have read that Approvals is limited to 500 calls per flow, per 60 seconds. Is that the only limit? Does a PowerAutomate flow just drop approvals which exceed that limit, or does it send them through but at the throttled rate of 500/minute?
