You need a Premium license to have any kind of triggers/schedules in PAD. It only supports manually launching the flow when you want it on the free version. Both the scheduled cloud flow approach and the Windows Task Scheduler approach require a Premium license, regardless of how many flows you want to launch.
Concurrent flow runs (having several flows run at the same time) is not supported by PAD, though. You can only run one flow at a time. If you try to run more than one, the first one will be launched and further flows will be queued and wait their turn after the first one ends.
