Could you share all the screenshots of your Flow configuration?

The reason this error occurs is because there are other users or other actions that are working on this file, so the file is locked.
Or other users or actions have just operated on this file, the file has not been automatically unlocked, so this error is caused.

Please first make sure that this file is not currently being used by other users.

In addition, if there are other actions in the Flow that do some operations on the same file, then this error will occur.
You could add a Delay action above Get rows action, delay the execution of the Get rows action for half an hour, and wait for the file to be automatically unlocked.
