ISO 8601 format doesent get the correct output from excel

Hi there!

Im having trouble when i try to use the date/time format: iso 8601 - from excel.

I just select the format, but the output doesent change, it still outputs 0.xxx format for date/time. Here is some prints:

Can someone help me?
