I have created a flow which runs for a selected item; and configured it to have a list in the Run on User, however the flow is not available to the list when selecting an item.
Also as owner / author of the Flow it is not available to me either.

If you create the flow directly from the flow portal for a selected item , you couldn't run the flow in the sharepoint when an item is seleted.
Please take a try to create the flow from the sharepoint list and then check if you could run the flow in the sharepoint when an item is seleted.

However you can create a Flow from the portal which runs for the selected item in a list.. You can also pass in variables which you want the user to provide. However, if you do it from the SharePoint list (which I have done) the trigger does not allow you to collect user input.
Therefore in this instance using this method is mute, as it does not provide the full requirements.
