Embed Images in a PDF

I've built an expenses app with a Flow that uses the OneDrive connector to convert HTML to PDF. Unfortunately the OneDrive Conversion action imposes a 2MB limit which is quickly reached when attaching images.

An alternative is to use the Word Online connector to create a PDF from a Word template but this is a premium connector.

Is anyone aware of a workaround for the meagre 2MB conversion limit? Or pehaps another method of embedding images in a PDF that is free?

This seems like it would be a very common use case for Power Apps.

I tried using the "Convert content" Graph API, but I suspect it's the same function under the hood, I was getting File Too Large errors around 2MB. https://docs.microsoft.com/en-us/graph/api/driveitem-get-content-format?view=graph-rest-1.0&tabs=http

I was also looking up ways to maybe merge PDF documents for free (create multiple 2MB docs and then merge...). I could not find a solution.

Unfortunately, from my research I have not been able to find a way. We are using Word connector because of this.

For this particular project I created a Flow that embeds the image by getting the data URI of the image in the SharePoint document library. As users are using their phones to upload pics using the Add Image control of Power Apps and have compression turned on the images are only around 300 kb.

While this is good enough for my project, I think it would be good if Microsoft could increase the limit. This would be a great feature to have for something like an inspection app which would generate multiple images.

I’ve run into the same problem before. That 2MB limit on the OneDrive HTML to PDF conversion is really limiting, especially when you’re trying to include images.

A few things that helped me:

Resize the images before adding them to the HTML. If they’re coming from a camera or uploaded by users, you can compress or resize them in Power Apps to cut down the file size.

Break the PDF into smaller chunks, like one PDF per image or section, then combine them later (though combining without premium tools is a bit tricky too).

Use a third-party PDF API. I’ve tested a couple.. Some have free tiers and give more flexibility with images. You’ll just need to deal with authentication and possibly data handling concerns.

Power Automate Desktop is also an option if you’re okay running things locally. It has better support for handling images and PDFs without the same file size cap.

Honestly, I wish there was a free Microsoft-native way to do this easily. It seems like such a common use case.

Let me know if you want any examples. I ran into this while building internal tools for managing village administration templates. Image-heavy PDFs were a headache at first!
