Is it possible to customize the view a user goes to when they click on a sub area? I tried using the URL field but it just brings me to the default view. I was looking to create links for different filtered views.

In Power Apps Dataverse (formerly known as Common Data Service) you can do this most appropriately with the native out of the box supported features known as Security Roles and Form Order.
For Users that you want to see that form at the top, make sure those users have that Security Role only, and that form order is set appropriately. For those who should not see the form, they will see a different form at the top as according to what you set as the form order and which forms that Security Role can or cannot see.
To determine that only a specific Security Role can see a form, do this:

Assign a security role to a form
- Sign into Power Apps, select Solutions, open the solution you want, select a table, and then select the Forms tab.
- Next to the main form you want to configure the security roles for a form, select ..., and then select Form settings.
- In the left navigation on the Form settings page, select Security role.
- Choose from the following options:
- To set the security roles for every user select Everyone.
- To set the access to the form for one or more specific security roles, select Specific security roles. Then, select the security roles you want to grant access from the list of security roles that have been set up for your environment.
