In order to save cost, How can I run RPA on the user's machine without affecting any of the user's operations with the computer?
Any suggestions?

Have you enabled multi-user sessions on your machine to allow multiple people to access it remotely at the same time? If so, you can create a separate account for RPA execution, which will enable the bot to run independently without causing any issues.
If you don't have a multi-user session, you might consider using PIP mode (still in preview) for an attended run in your scenario.
