Updating a sharepoint list from excel file but then reverse check from sharepoint to excel

Hi all,
 
I am working on a Flow that takes charity volunteer (individuals) details which are on a excel file and updates a sharepoint list. I am sent an updated excel list once a month and each volunteer has a staff number that is unique to them, therefore updating their information is fairly striaght forward. However, does anyone know if its possible for the flow to compare the excel file and the current sharepoint list and then:
 
1. Update those that unique numbers match
2. for those that are on the excel file and not found on sharepoint add to list
 
Differcult bit for me. In the same flow, is it possible for the flow to check the sharepoint list against the new excel file and if the volunteer is not on the excel file, set that indiviual details to arcive or better still transfer them to another sharepoint list, then remove.

Sharepoint list to excel list, check if volunteers details are on excel, if not archive them or transfer to different archive sharepoint list
