As to your question, it seems that some of the actions you use are tenant specific. Most of the connections you listed will not work outside of your tenant, unless specific access has been provided to external users to access your resources (such as tables/lists in SharePoint, MS Forms responses, files in OneDrive, etc.).
If what you are trying to do is share a flow but have the person in the other tenant use their own connections, you should instead create a Solution, add the flow to the solution and then export it and import it to the new tenant. When you import it, you will be asked to provide connection reference mapping for the flow, meaning that you will need to have connections already available in the target tenant.

Please note that a Power Automate Premium license, or a similar license that includes Dataverse will be required to do the above, as Solutions use Dataverse.
