Is it possible to do a scheduled workflow that runs bi yearly that asks a manager if the item is still required and if yes keep the item and if no remove the item or tag it as obsolete?

Currently I have a workflow that will run on each item but its the capturing of the outcome for each approval that I am struggling with.
Any ideas?
