Hope modifying this example you can use it (you can add an AND condition for a Greater Than).
hrs (0 to 23) and minutes (00 to 59) returned as string (H.mm)
Convert the string (hours and minutes) to float
Conditions (Less than 23.59 means less than 23 hours 59 minutes)
