Approvals through Power Automate not always sending email notifications.

I have a flow that sends an approval out to three different people, and they all must approve it before it moves on. Most of the time, they approve it in the email notification that the approvals action sends. Two of the three people receive an email notifticaiton of the approval every time, but the third person only receives an email maybe 20% of the time. I haven't changed anything in the flow for it to work some days but not the next. I'm assuming it has to do with how their email is set up, but I don't have access to their email to check. Are there any known issues with the approvals action not sending an email everytime?
