Desktop vs. online cloud versions of Power Automate?

Hi all, as you'll no doubt be able to tell from my questions, brand new Power Automater here :)
 
I have the desktop version installed and am wondering if I can use AI Builder with it as I don't see it as an option in my menu? I've been reading and YouTubing trying to learn how to do what I want to do and from what I've seen, the AI builder and 3rd party connectors seem to be integrated into the online or cloud version of PA, but maybe not the desktop version? Also, most of the instructional videos I've watched have flows that are created for Sharepoint libraries, and I'm basically looking to create similar flows for files and folders stored on our local network, but I'm not sure if that's possible?
 
So for example there's a template in the online version called "Convert Files to Text Searchable PDF with OCR", but it is for Sharepoint libraries, can this be modified to work with network folder locations instead or am looking to build something from scratch for that?

Also, I'm supposed to pick a category for this post, but the two options are Process Advisor or Licensing... not sure what those refer to so I picked process advisor, hopefully that was ok :)
