Copilot Studio – Unable to Publish Agent with Trial License (Worked Last Week, Now Blocked)

Hi Community,

I created a Copilot Studio agent (Resource Booking Agent) with topics like Book a Resource, View My Bookings, and Cancel a Booking. Last week (Sep 5, 2025) I was able to publish the agent without any issues, even with a trial license.

However, now when I try to publish the same agent, I receive this error:

“You currently do not have a user license that allows you to publish in Copilot Studio. Please contact your administrator to upgrade your license or enable the necessary permissions.”


This happens even for internal users and Teams and Demo websites , public).

 

Has something changed recently in the trial licensing for Copilot Studio?

Do I now need a full license just to publish, even for internal-only use cases?

    There have been changes all up to licensing, so its very possible this is what is impacting you.

    Is this in your default environment?
     
    Is this a business Tenant?
     
    You may need to speak to the admin to validate you have capacity and also.. just curious. If you create another agent, super minimal can you publish it or is it also stuck?

    I am also having the same issue since last week. Not able to publish Copliot Agent anymore using the trial license

    Looks like "trialers" are not publishers any more...

    Aye, thats why I said, since the latest license updates it doesnt work
     
    Trailers are hosed atm

    I had the same issue an this resolved it for me:
     
    1. Go to Power Platform Admin Center.
    2. In the 'new' experience, go to Manage and then Tenant Settings.
    3. Add the security group the target user is a member of to 'Copilot Studio Authors (preview)'
    4. Wait a little, refresh the Copilot Studio page and try again.

    These steps worked for me because I don't have a Copilot Studio tenant prepaid Copilot Credit pack subscription or a M365 Copilot license (trial licenses won't let you publish agents):

    First, create the security group in Azure portal/Entra and assign appropriate users to the group.
    Then, in the Power Platform admin center, assign the security group to the Copilot Studio author setting (Copilot Studio authors in Tenant settings).
     
    If you have a Copilot Studio tenant prepaid Copilot Credit pack subscription, you need your admin to assign the Copilot Studio user license in the Microsoft Admin Center.
     
    Refresh Copilot Studio and you should be able to publish your agent.

    So if we want to do a trial to test Copilot studio, we can't actually use the agents we want to test?

    I could live with this if the test option for the agent worked.

    However, if I create a trigger by email the trigger creates a power automate flow and the flow only works if the agent is publish. In this way, the "Test Trigger" option doesn't work for trial as well.

    Is there a solution for this? At least make the test work ?
