Our organization uses MS Office 2013 that is installed on machines rather than Office 365 platform. Would we be able to use MS Flow with all its features? How do you start a flow with a trigger event for example?

You could register and use MS Flow using an valid email address that does not depend on the Office 365 platform.
But the features that some other plans can use may be limited.
Regarding creating a Flow, using a normal account is no different than using an O365 account. Please refer to the Online doc to create a configuration flow.
