How to automatically Cancel Flow of "When New Email Arrive" when it is Turned Off ?

I assumed a Flow will be cancelled when it is turned off. 

  1. How to be warned of a running Flow that has been turned off ?
  2. How to get Flow Dashboard to add Columm for Run Status (without clicking on Each Flow)?
  3. Under what circumstance should "When New Email Arrive" Flow keep running when it has been turned OFF?
