Is there a way to enable the camera on a Microsoft Surface Book to scan a barcode with a PowerApps app?
I haven't been able to get it working.

The Barcode Scanner is not supported on the surface book but you can use the web barcode scanner which can be enabled from :
File>advanced settings>Experimental Features
it will appear in Insert >Media.

Why isn't the barcode scanner supported on Surface Book. I assume this is a Windows 10 vs IOS / Android limitation? Why is it a limitation, they all have camera's right? Is it because the barcode scanner assumes a specific camera number since I know that is different between devices. Could we assign the camera number for barcode scanner just like for camera?

I agree with @mobaky 's thought almost.
Currently, the Barcode scanner control is not supported within Microsoft Surface Book, you could only use it within your Mobile device.
If you would like this feature to be added in PowerApps, please submit an idea to PowerApps Ideas Forum:

As an alternative solution, you could consider enable the "Web barcode scanner" option within Advanced settings of App settings of your app, then use this old version Barcode scanner control to achieve your needs.
