Is it possible to add a button to a Microsoft List that Creates or sends an email based on that row?

Now I have looked through the forum already, but perhaps I am using the wrong terms.

 

My workplace now have access to Power Automate, but NOT Power Apps (yet).

 

I have created a flow that pulls data from a Microsoft Form, and places this information into a Microsoft List.

 

The data is queries from staff asking questions. I am hoping to be able to use Lists to not only store the information, but add a response to a list item, and then click "respond" or click "issue response" to then have a box which would be filled to add as context to the email.

 

Due to security, I cannot give users access to the List item either. I'm really restricted.

 

Is this making any sense? Any help would be appreciated.
