I have a question:
Let's say tom only has outlook license that he could get mails, and he doesn't have any power automate license.
Now i use approval and assigned to tom.

Does he could approve/reject this action as outcome?
He just need to an approval in the workflow, so we are not considering assigning him power automate license.
Please help
@Qing - You will need to try\test - I have never removed the Office 365 seeded license.
From what I understand - Limited Power Automate use rights are included with select Office 365 licenses.

And I need to double check that If I also disable Power Automate for Office 365 in Office 365 license to Tom,
if tom still could approve/reject this action as outcome?

The approvals connector is a standard connector. Users who respond to approval requests aren't considered to be the invoking users. Their Office 365 license is enough and they don't need a premium license.
