Condition within Flow Scenario

I'm trying to confirm the correct way to setup the condition below. The goal is to have an email notification sent when a toggle switch is turned on. But I want only one notification to go out irrespective of whether the intake is in the submission phase or initial review phase. The team that uses the toggle may turn it on in either lifecycle stage of the intake so I'm attempting to write the condition to have only one notification go out. If the team turns the toggle on in the submission phase, I don't want one to generate in the review stage. Is "OR" or "AND" the correct choice to use at the top level of the condition?  And is "OR" the correct choices for the conditions themselves?

    Add another column to your list of Boolean type named something like "Submission Review Notification Sent" with a default value of false. Then add a trigger condition so the flow only runs if this field is equal to false. Once the flow runs, update the field to true to prevent it from triggering again. Or of course, depending on your needs, add a condition that checks if the field is false and only send the notification if it is.
