B2B guest access to power app

I'm having trouble getting B2B guests being able to view a power app we created on our system.

The organization I work for has a power apps for its employees, and our B2B guests authenticated through Azure AD also have power apps on their host tenant. According to >this< Microsoft page, if the B2B guest has power apps at their tenant, then they should be able to access our power app without assigning a license. But when the B2B guests try to access our app they are greeted with a display stating they need a power apps plan (but both tenants definitely do):

What do we have to do in order to get our B2B guests the ability to access our power app, using their host tenants license?

I appreciate your response gcmfaizan, but the bullets you listed are possibilities I thought of, but are the reason I'm on here asking the question.
Yes they are in Azure, but what permissions should I be looking to be there for them? Is there anything specific?
In testing the app is shared with them (they accessed the app through the 'shared with you...' email) as a basic user, but it doesn't work which is why im here
Microsoft licensing is notoriously confusing, so for this test of B2B power apps, we literally created an app that just has an input field to add whatever one line text you input to a sharepoint list so we aren't even hitting dataverse or anything. What more of a basic test could we possibly be trying for Microsoft's documentation of 'B2B tenants can bring their own powerapps license' scenario?
The guest tenant makes sense too, if I knew what settings they should be looking for, I would have already asked. So what settings do you recommend I ask them to look for in order to share a B2B app with them?
