Users in your organization may benefit from Power Apps licenses - Weird useless email?

I got this email from powerplat-noreply@microsoft.com pasted below. First, the link goes to Home - Microsoft 365 admin center instead of Power Platform admin center (microsoft.com) as indicated in the email. Second, when I go to the right place it says there are no recommendations. Anyone know what this was supposed to be? Seems to be a useless email.
