Intermittent Issue with Combo Box Not Populating Choices

I have a PowerApp form connected to a SharePoint list. Sometimes my choices will populate and other times they won't. This is especially true when my App is in Edit mode. It seems to be working sometimes with specific users intermittently. Is there a way to prevent this issue?

    That is because you have Searched turned on, possibly multiple selections
     
    Right now you Selected New, so it will filter based on what you selected. Especially if Searching is on.
     
    If you want it to stop, turn off Searching
