Losing Global Option Set changes when export solution as managed

In my solution, I edited the BookableResourceCharacteristicType global option set to add "License" as a third choice (frankly thought that would be a no-brainer for MS to have included it).

However, in my dev environment, after importing the managed solution it is not there.

Did I miss something?

The only thing I found to solve it was to start from scratch.
This time though I edited the Option Set from the Global Option Set (classic view).
Previously I did it through the Dataverse Table Columns Option Set

do you know a way to import the option sets from a zip file? global ones?
