AVD Starter Kit error RelayConnectionStateNotConnected

Hi,

 

I have set up flow with AVD starter kit, but during installation of PAD it ends up to error Relay Connection State Not Connected. If I first manually register machine with another user then registration is successful. But Flow registers and unregisters machine as needed so this option does not work.
