Power Automate - Using Flows

cannot be activated because a Per-user plan with Attended RPA license is required to enable this flow.

Hi,
 
I tried running flow(Created flow using UiFlows and integrated with power automate flow) in another system, it asked me to install the gateway. After installing the gateway its giving this error "cannot be activated because a Per-user plan with Attended RPA license is required to enable this flow." So, 
1. If buy the Per-user plan with Attended RPA License can i run the flow in another system with or without gateway? 
2. Gateway is mandatory to run the flow(which is implemented with Uiflow) in another system?
3. Can i share the flow with any one who are not in my domain also?
 
Cloud you please someone give the answers for the above questions?
