This flow was imported from another user that is no longer with our agency. I have done everything so that I am an owner of the flow, the form used, and that word document used as the fillable form in the flow. I have a premium account and it is still giving me the error that the service plan in inadequate for this function. Any help would be appreciated.
Was it working when the flow was owned by the previous owner or when you took over ownership? If it when it was before you took ownership, the previous owner might have had a Paid license or was using a trial license. It is worked after you took ownership, is it possible you had a trial license which recently expired?
Ok Thank you for the help, it was working before so I wonder what changed. I guess I will have to find another way of getting what we need.

@MattD79 The Word online connector is a Premium connector and as such requires a paid license for you to be able to use it in a flow or PowerApps. From your response, you currently have a Power automate free license( Office 365 E3/E5) this does not give you access to a premium connector. You need either the Power automate per flow license or the Per user license. https://powerautomate.microsoft.com/en-us/pricing
