I created a new (production) environment in the power platform to publish a Copilot Studio agent. This is because Microsoft does not recommend using the Default environment. The new environment does not have org users listed in Environments > MyProductionEnvironment > Settings > Users. I presume i need to to add all users here with "Basic User" so that can access and chat with the agent.. but unsure how?

Yes, your assumption is correct. When you create a new production environment, users are not added automatically — you need to add them manually.

Steps to add users:

Go to admin.powerplatform.microsoft.com
Select your production environment
Go to Settings > Users + Permissions > Users
Click Add user and assign the relevant security role

Roles you need to assign:

Who	Role Needed
End users (just chat with agent)	Basic User
Agent makers/editors	Environment Maker
Admins managing the environment	System Administrator
Read-only access	System Customizer (read)

Also , adding users to the environment alone is not enough. You also need to share the Copilot Studio agent itself:

Inside Copilot Studio → Settings > Security > Share
Add the users or security group there too
