Users for the bot don't need licensing, just the person to create and maintain. As far as pricing goes, if I follow the instructions listed in the site for my personal office account it shows that the license to have a power virtual agent is $1000/month

How many Bots can be developed under a single Tenant?
If multiple bots can be developed under a single tenant then how do we manage the bot sessions?

I already heard about it, but I think that the limit is 1000 bots per tenant (it's very high).
And you can see inside each bot. If you are using a lot of sessions, Microsoft will notify you to inform your billed sessions.
