Couldn't download - no file (even though I could display the file & download from edit mode)

I'm trying to filter the attachments with display name, I could get the filtered list but when clicked on the attachment I couldn't download the same.
 
Attachment download works fine when I'm in edit mode. 
 
Value for Item field is 
Filter(ThisItem.Attachments, StartsWith(DisplayName, "MSS"))
