Fullscreen Mode seams to be brocken

I like to edit my code in multiple lines etc. but for a relative long time the fullscreen seams to be brocken.
 
 
The fullscreen editor is cut off at the top and you can't scroll into it or bring it to the foreground.
 
 
Does anyone have a soultion for this? And if no, where can i report such a bug?
