"Greater than" with Convert Time in Microsoft Flow

Hello, I am new, and trying to build a flow based on the submission time of a Microsoft Form Survey, to trigger an approval (say if the submission time is later than 1PM).

I read a few posts of the Convert Time Zone, so I was able to do below - the flow ran fine however, this was not able to trigger the condition. Any thoughts?

p.s. I only have the preview version.

You need to use functions (formatDateTime) under the Expression. See below.
