As i am not able to purchase VM server so please suggest any other option to run PAD flow in unattended mode

Another alternative is to opt for the hosted process license, which includes an unattended license with a virtual machine. This option costs $215 for the hosted process license plus an additional $15 for power automate premium as base license per month.

In case if you have very less bandwidth and don't mind taking some efforts, consider having a dedicated PC / Laptop allocated, power ON & connected to internet 24x7 with some settings of never sleep.This way you can use this for running processes. This is highly cost effective than VMs as costing of VMs are at higher side and microsoft hosted VM is not for small customers using business basic licensing. It involves a different licensing as well as a pre-requisite.However if you are scaling up, it is very difficult to manage that many PCs and worth moving to VMs.
