I accidentally deleted a tested and working flow.  Who can I ask if it is possible to get it back?

You can try opening a support ticket with Microsoft, but to the best of my knowledge there is currently no way to retrieve a flow that has been deleted.  There is a request for a recycle bin that you can vote for.  Its currently being reviewed.

You can submit a help ticket in the Power Platform admin center.

I will mark it as solved.  Looks as though I dont have admin rights.  I can see a similar screen except in mine, I dont see the Help and Support at all.

    thanks

Make sure you go through the Power Apps link to get to the admin center.  The combined Power Platform admin center link hasn't been added to Power Automate yet.  But that's where the support option is.  The link in Power Automate still takes you to the Flow admin center.

Is there a way to check who deleted a particular Solution ?

This is a really old post.  Please post your question as a new thread.  It will get mor attention that way and others will be able to find the answer in the future easier.
