After recieving the mail in outlook, the time of the mail sending was 2020/3/26 (Thursday) 17:14
but the time I recieving the mail was 2020/3/26(Thursday) 20:25.
What could be the reason?

Most likely this is related to the mail server issue. I can't see flow is holding up any delays in email. Once flow send email it is passed on to the mail server and mail server is responsible for sending the emails. This is my understanding.

Could you please share screenshots of your Flow and run history?
Do you add any attachment to the notification email?
