I can see you have two license models. Pr App Plan and Pr User Plan:

If you would like to share app with external users is that the same pricing model? So I would have to invite the to our AAD and assign them a license as it was an internal user?

From what I understand - there is no direct way to share an app to external users outside your org you will need to assign the external users licenses that are owned internally.
