Will creating a Page in a development environment incur cost?

I have a legacy system I am looking at converting into a power page. At this point in time I am attempting to test if Power Pages is a viable solution, If I create a Power Page within a development environment, Is this going to charge the $200 dollar per 100/user/site/month, or will this only take place when deploying the Page? My apologies if this is in an article, I could not find it, If so please link the article so I can take a look.

Hi, if this is a Developer/Sandbox/Trial Environment you shouldn't have any issues.
