How to send an email, when a new row is created and matches a particular column name.

So, I'm pretty new to power automate. What I need is when a new row is created and the value in the column matches a particular word, an email is sent. For example; if a new row is created and the country column has the value "China" in it, an email is sent. This has to only happen on new rows and not from column data of previous rows. Please refer to the screenshot for example.

Any help would be appreciated and thanks in advance.

Is the list a sharepoint list, excel file, or other list?

@Anonymous I don't believe power automate is able to tell when new rows are added to excel. If you convert it to a sharepoint list, this would be an easy task to accomplish

I would like to know how would you do this with a sharepoint file ? I am trying to do something similar:
I would like to know if a new row has been added within my PowerBI Matrix with some specific rules defined.
