Forbidden - Use excel file in onedrive to create table, then append different excel file

Hello, 

I've tried tens of ways to make the subject flow work, but can't seem to get past a forbidden error. I have two flows.

  1. One downloads a daily emailed excel attachment and places it in OneDrive.
  2. The second flow is supposed to create a table using the values from said excel file and then append that table to a different excel file. 

I'm 99% sure I know how to build the flow, but I continually run into the below error no matter which way I try it: 

  • The request is forbidden by Graph API. Error code is 'AccessDenied'. Error message is 'Could not obtain a WAC access token.'.

This always happens on the Create table step. 

I have reset all relevant connections multiple times to no avail. 

(the 'Apply to each' step may also be wrong, but I can't test it since I can't get past step 2)

    This has been resolved. The issue was that the excel file being used was in .xls format, which cannot be manipulated by power automate. I'm using CloudConvert to conver the file to .xlsx prior to continuing the flow.
