Most cost effective way to license 500 people on PowerApps

We are currently building an app for our salespeople that operate on various retailer sales floors. There are about 500 salespeople, what is the most cost-effective licensing option for the scenario?

    Generally speaking, PowerApps per App plan is suit for multiple users use a single App scenario. But sometimes a per-as-you-go plan could be a better option:
