How can I place a condition if my XML File has no records then to give me an email message else to create record(s) in SP List?

My goal is to create a condition step to check if the newly created XML File in a SharePoint Library has any records? If it has no records, then to send me an email message else parse and create record(s) in a SharePoint List. What I have below gives me an error rather than an email for an empty XML File. Please help me correct my mistake here.

    Looking for a well formatted empty XML file to do my test...
