Needless to say I save and publish the app every time.
However, I am noticing that when I open the make.powerapps website, that it always reverts back to an older version.

Is this just with one App, or all or many?
A suggestion - check your advanced settings and see if you happen to be using any features that have been retired.

Currently, only one app, and I saved it with the latest version 3.20111.42.
The rest are fine.
I have only one experimental feature "enhances formula bar" and none of the retired ones.
Yeah, the enhanced bar (annoying as it is) is not a retired feature, so that should not be causing an issue.
I would attempt to disable all the features and then save, close and re-open, then enable the ones you need.
If that doesn't resolve it, you might need to save the App as a file and then open the app from a file and save. Sometimes, if there are "feature ghosts" in the app, that will clear it.
